what about when you upgrade mines on moon each level gets you extra 1% production od mines on that planet? It's fun because it's somehow change but to do that you have to upgrade lunar base a lot which is expensive...

Generally I see this suggestions as an alternative to Phalanx for Miners/Traders/Turtles

Late game this is a terrible idea imo. Those moons are just going to get destroyed by RIPs and then all of those res are lost (including anything you spent on defense on that moon to prevent an inevitable MD mission). I'd rather invest those res in plasma tech/astro/terraformers/mines/etc.
