Are new top 20 players allowed in from the graveyard when there are other target universes where they won't be top 20?

Greetings! Could we get a poll going to get deut to debris added to the universe? Maybe a poll for all four old unis? (umbra, yildun, himalia, volans)

Honestly that's the only stat upgrade we could ask for in Umbra since DiDF would be ridiculous. I wouldn't mind a poll

Quadrantids.en has an active poll going on until the 23rd for this option. anyway we can piggyback off of them and get our own polls going?
