I knew it wasn't a large span of inactivity, i knew i couldnt reach for the debris 90%. and yes he collected his debris.
a few weeks ago, he tried to raid my planets production a few times (i dont even remember probing him before the attempted raids). i mean he was barely profiting at the beginning and one of them was detected by me and failed actually. anyways. he's gonna recover very fast now. And I am guessing some others are willing to see him fully recovered
