I would encourage someone to submit a ticket to the Deimos GOs informing them of the war, so that they are aware that the bashing limit will lift 12 hours after the declaration was made. This isn't required, but it's a nice courtesy, and helps to avoid accidental bans.
Also, it would be nice if everyone involved would take a moment to review the War Rules.

how do i submit a ticket to them and who are they? I've been playing for awhile and never heard of them. -
They may have 32 members. But the higher ranks as well as a few members are v mode. Roughly half I would assume are inactive. And out of the active members most are low ranked and playing there first uni. It should be a fair fight just hoping to see some activity and damage

Kain, from your game screen, click on "Support" at the top of the window, or click this link: Support
If you've never used the ticket system, you'll need to register an account first. Use whichever email address your game account is registered to, and choose a password (preferably not the same one you use for your game account). Once you have an account registered and you're logged in, you'll click on "Contact Support" and choose "Game" from the first drop down menu ("What kind of question do you have?". After you've gotten that far, just continue choosing the options from drop down menus and filling in details, such as your in-game name. For the subject, you will put "Miscellaneous", and then explain who you are and which alliance you're in and which alliance you're warring with, and just let them know that you're notifying them that the standard war declaration was made so they can lift the bashing rule.The ticket system is used whenever you have a game issue - a complaint, problems with a player that need to be reported, or you need to contact the Game Operators because of a ban or some other problem.
